James Joseph Truchard was born on June 25, 1943, in Austin County, Texas. He was the fourth of seven children. He earned a B.S. and an M.S. in physics, and a Ph.D. in electrical engineering from the University of Texas at Austin.

Truchard's career began in 1970 while earning his master's and doctorate degrees at the University of Texas. He worked at the UT Applied Research Laboratories as a managing director in acoustical measurements. In 1976, Truchard co-founded National Instruments with Jeff Kodosky and Bill Nowlin.
