Early Life
Stephen J. Bisciotti was born on April 10, 1960, in Philadelphia, Pennsylvania. He moved with his family to Severna Park, Maryland, near Baltimore, in 1961. His father died of leukemia when Stephen was eight years old. He attended Salisbury State University (now Salisbury University) and graduated in 1982 with a degree in liberal arts.
Rise to Success
Bisciotti began his career in the temporary help industry. In 1983, at age 23, he co-founded Aerotek with his cousin, Jim Davis. Aerotek offered aerospace and technology companies access to skilled temporary employees. Aerotek became part of the Allegis Group, which is now the largest staffing firm in the United States and one of the largest privately held talent management firms in the world. Bisciotti served as chairman of Allegis Group until 2019.

Bisciotti's business acumen is evident in his strategic growth of Aerotek into the Allegis Group. Allegis Group has expanded to include numerous specialized companies, providing a comprehensive suite of talent solutions. He invested in talent acquisition and built deep relationships to ensure business success. Bisciotti's hands-off approach as owner of the Baltimore Ravens allows the football and business professionals to do their jobs.
Philanthropy
The Stephen and Renee Bisciotti Foundation, established in 1999, focuses on education, mentorship, community development, and workforce development, with a geographic focus on Baltimore, Maryland. The foundation has launched startup fund Blackbird Laboratories with a $100M donation to support entrepreneurship. In 2021, the Bisciottis donated $4 million to create the Ozzie Newsome Scholars Program, funding scholarships for Baltimore City public school graduates attending Historically Black Colleges and Universities (HBCUs) in Maryland.
