Early Life and Education
Sergey Nikolaevich Shishkarev was born on February 2, 1968, in Novorossiysk, Russia. In 1985, he enrolled in the Minsk State Institute of Foreign Languages, but he was drafted into the military during his second year. He served in the Marine Corps of the Northern Fleet. Upon the recommendation of his superiors, Shishkarev entered the Military Red Banner Institute of the Ministry of Defense, graduating in 1992 with honors and a degree as a military interpreter in Portuguese and Hungarian. He also holds a Doctor of Law degree.
Rise to Success
Shishkarev's entrepreneurial journey began in 1993 when he founded Delo Group, a transportation and logistics holding company. He remained at the helm until 1999. Delo Group initially started as a freight forwarding company in Novorossiysk, quickly becoming the leading private operator in the Port of Novorossiysk, providing over half of the freight forwarding services. He was twice elected to the Board of Directors of Novorossiysk Commercial Sea Port (NCSP). From 1999 to 2012, he was elected to the State Duma of Russia for three terms, holding various executive positions. He is the author of over 50 bills in the transport industry.
Key Business Strategies
Delo Group's success is built on a strategy of strategic investments and acquisitions, expanding its reach in the transport and logistics sector. A key asset is DeloPorts, which owns several terminals in the Novorossiysk sea port. In 2019, Rosatom acquired a 30% stake in Delo Group, and since then, Shishkarev has expanded the business through several mergers and acquisitions. In 2022, Delo acquired the shipping company SASCO and a stake in Maersk’s Global Ports, Russia's largest container operator. Delo Group now owns over 90% of Global Ports.
Philanthropy
Delo Group actively supports various initiatives, particularly in the areas of sports and demography. In 2025, Sergey Shishkarev was appointed to the Russian Presidential Council for the Implementation of the State Demographic and Family Policy.
