Early Life and Education
Rustem Sulteev was born in Kazan, Russia, in 1954. He graduated from the Kazan Institute of Civil Engineering in 1976 with a bachelor's degree.
Rise to Success
Sulteev began his career as a construction foreman. In 1983, he transitioned into civil engineering. His major projects include the construction and maintenance of a factory for the Department of Bread and Baking Industry, serving as Deputy General Director for the construction of the second Bakery Plant in Kazan. In 1995, he became the First Deputy General Director of TAIF Group. Sulteev, along with his partners, also co-owns the Kazan bank Avers.
Key Business Strategies
Sulteev's business acumen is evident in his role as co-owner of the TAIF Group, a large regional holding company in the Republic of Tatarstan. TAIF became a shareholder in most of its companies during Russia's privatization in the mid-1990s. In 2021, Sulteev and Albert Shigaboutdinov orchestrated the merger of TAIF with Sibur. Sulteev also owns an oil refinery, a chain of gas stations, and a construction company.
