Ian Malcolm Livingstone was born on May 22, 1962, in the UK, the son of a dentist. He was educated at St Paul's School and attended City University London, where he received a bachelor's degree in Optometry and qualified as an optometrist in 1984.

In 1987, Ian and his brother Richard founded London & Regional Properties. The company initially focused on acquiring distressed assets during a commercial property downturn. Over the years, they built a significant real estate empire, including high-end shops, hotels, and apartments in London and other international markets. London & Regional Properties owns assets like the David Lloyd Leisure and Hilton Hotels. They also redeveloped Marks & Spencer's former headquarters at 55 Baker Street. Their signature project is the Panama Pacifico, a master-planned city in Panama.
