Dmitry Arkadievich Mazepin was born on April 18, 1968, in Minsk, Byelorussian SSR, Soviet Union. He graduated from the Minsk Suvorov Military School in 1985 and served as a military interpreter in Afghanistan between 1986 and 1988. He holds a degree from the Moscow State Institute of International Relations (MGIMO University).

Mazepin's business career began in the financial sector, followed by executive positions in major Russian companies. He served as CEO of Infistrakh, held positions at Belarusbank, and was Vice President of the oil company TNK. In 2004, he founded Uralchem, consolidating his assets and expanding into the fertilizer industry.
