Chen Shiliang was born in 1963 in Zhouquan Farmhouse, Tongxiang, Zhejiang province, China. Growing up, he aspired to move beyond the farming sector. He briefly worked as a substitute teacher in 1980.

Chen's career in the textile industry began in 1991 when he took charge of the Tongxiang County Chemical Fiber Factory. The company was on the brink of bankruptcy. Under Chen's leadership, the company underwent significant transformation, focusing on strategic expansion and technological advancements. The reorganization in 1999, where Chen and other managers were granted shares, solidified their stake in the company's future, fostering a culture of innovation and accountability. Under Chen's leadership, Tongkun Group expanded significantly. Today, Tongkun Group has total assets and annual sales exceeding 100 billion yuan, and its polyester filament production capacity ranks first in the world.
