Blair Parry-Okeden was born in Honolulu, Hawaii, in 1950. She is the granddaughter of James M. Cox, the founder of Cox Enterprises. Parry-Okeden's mother, Barbara Cox Anthony, founded La Pietra: Hawaii School for Girls, where Blair received her education. She studied to become a teacher.
