Andrei Removich Bokarev was born in Moscow, Russia, on October 23, 1966. Little information is available about his early life. He graduated from the Moscow Institute of Finance in 1990.

Bokarev's career began in 1998, overseeing the export operations of the Kuzbassrazrezugol coal company, where he was managing Krutrade AG. He then became a partner in many of Iskander Makhmudov's projects, including Transmashholding (TMH), Kuzbassrazrezugol, and the Ural Mining and Metallurgical Company (UMMC).
In 2008, Bokarev became the president of Transmashholding, which transformed the company into a leading enterprise in Russia and abroad. He is recognized in Russia for his sharp strategic vision and entrepreneurial skills.
